The piracy in the Mediterranean Sea was not, for the most part, the foreigners who had no allegiance to any country and were the enemies of civilization, as they are commonly represented in literature and other media. They were frequently used (or at least promoted) by one government against the interests of another, and rich private persons and governmental institutions depended on them for slaves.
