For a laugh. Like any sport, hobby, or different shape of enjoyment, the primary motive humans cosplay is that they experience it. In the US, Americans spend tons of money on an entire excursion devoted to setting on a dressing up, and there are factions of people often reenact the Civil War or faux to stay in 18th-century America, whole with Colonial apparel. So seeing a person get a thrill out of dressing up as Lulu from "Final Fantasy" shouldn't be that difficult to apprehend.
