Construction SWMS vs JSA: What’s the Difference?

Many contractors confuse a Construction SWMS with a Job Safety Analysis (JSA), but they are not the same. especially for high-risk construction work in Australia.

A Construction SWMS (Safe Work Method Statement) is legally required when performing high-risk construction activities such as working at heights, excavation, demolition, or operating powered mobile plant. It must be prepared before work begins and must outline hazards, control measures, and responsibilities under WHS regulations.

A JSA (Job Safety Analysis), on the other hand, is a general risk assessment tool. It breaks down tasks into steps and identifies hazards, but it is not specifically mandated for high-risk construction work.

The Key Difference

SWMS = Mandatory for high-risk construction work
JSA = Internal safety planning document
SWMS = Regulatory compliance requirement
JSA = Flexible safety management tool

For builders and contractors undertaking high-risk construction activity, having a compliant Construction SWMS in place is essential.
